Stamp Duty & Registration Charges in Haryana (2026): Rates, Calculator, Documents & Process

HomeFirst Finance is Preferred Source on Google

Stamp duty and registration charges in Haryana are mandatory costs every property buyer must pay at the time of property registration. Whether you are buying a flat in Gurugram, a plot in Faridabad, or a house in Panipat, understanding the applicable stamp duty and registration charges in Haryana helps you plan your total property purchase budget accurately. The rates differ for male and female buyers, and between urban and rural areas. Haryana uses the HARIS (Haryana Registration Information System) for all property registrations and allows stamp duty payment online through the official egrashry.nic.in portal. This guide covers all current rates, calculation examples, documents required, the registration process, and practical tips for buyers.

What is Stamp Duty?

Stamp duty is a state government tax levied on legal documents — including sale deeds, gift deeds, and conveyance deeds — at the time of property registration. It is governed by the Indian Stamp Act, 1899, as applicable to Haryana.

Stamp duty is calculated as a percentage of the property’s transaction value or the Collector’s rate (Circle Rate) — whichever is higher.

Key facts about stamp duty in Haryana:

  • Charged on the instrument (legal document), not just the transaction
  • Higher in urban areas than rural areas
  • Female buyers get a concession of 2% over male buyer rates
  • Paid before or at the time of document registration at the Sub-Registrar office
  • Can be paid online through egrashry.nic.in

What are Registration Charges?

Registration charges are fees paid to the Revenue Department for officially recording your property transaction in government records. Registration is mandatory under the Registration Act, 1908. Without registration, a property sale is not legally recognised.

Registration charges in Haryana are separate from stamp duty. They are calculated as a percentage of the property value in addition to the stamp duty amount.

Latest Stamp Duty & Registration Charges in Haryana (2026)

The following stamp duty rates apply in Haryana for the most common property transactions:

Document TypeRural AreaUrban Area
Sale / Conveyance (Male buyer)6%8%
Sale / Conveyance (Female buyer)4%6%
Gift Deed3%5%
Exchange Deed5% (of greatest share)7% (of greatest share)
Partition Deed5%7%
GPA / SPAAs applicableAs applicable
Partnership DeedAs applicableAs applicable

Registration fee: All details about value of the property at Collector’s rate, charges to be paid in the shape of stamp duty, registration fee, and service charges can be obtained from the HARIS counter in the Sub-Registrar or Joint Sub-Registrar’s office where the property is situated. The registration fee is typically 1% of the property value in addition to stamp duty.

Stamp Duty Calculator: Use the official Haryana stamp duty calculator at jamabandi.nic.in/DefaultPages/StampDutyNew — enter the transaction value, location (within or outside MC), and buyer’s gender to get the exact applicable rate.

Always verify the current rate on jamabandi.nic.in before budgeting. Rates are subject to revision by the Haryana government.

Stamp Duty Calculation with Examples

Example 1 — Male Buyer, Urban Property (Gurugram)

  • Property value: ₹60,00,000
  • Stamp duty rate (urban, male): 8%
  • Stamp duty = ₹60,00,000 × 8% = ₹4,80,000
  • Registration fee (1%): ₹60,000
  • Total charges: ₹5,40,000

Example 2 — Female Buyer, Urban Property (Faridabad)

  • Property value: ₹60,00,000
  • Stamp duty rate (urban, female): 6%
  • Stamp duty = ₹60,00,000 × 6% = ₹3,60,000
  • Registration fee (1%): ₹60,000
  • Total charges: ₹4,20,000

Another Example 3 — Male Buyer, Rural Property (Sonipat district)

  • Property value: ₹25,00,000
  • Stamp duty rate (rural, male): 6%
  • Stamp duty = ₹25,00,000 × 6% = ₹1,50,000
  • Registration fee (1%): ₹25,000
  • Total charges: ₹1,75,000

Important: Stamp duty is calculated on either the transaction value or the Collector’s Circle Rate — whichever is higher. If you are buying below the circle rate, the stamp duty is calculated on the circle rate.

Factors Affecting Stamp Duty in Haryana

Several variables determine your stamp duty liability:

  • Location: Urban (within municipal corporation limits) attracts higher rates than rural areas
  • Buyer’s gender: Female buyers pay 2% less than male buyers
  • Type of deed: Sale deeds, gift deeds, and exchange deeds carry different rates
  • Property value: Higher value properties pay higher absolute stamp duty amounts
  • Collector’s rate (Circle Rate): Government-declared minimum value — determines the base for calculation
  • Joint ownership: If a female is one of the buyers, some concession applies on the female’s share

Documents Required for Property Registration in Haryana

Gather these before visiting the Sub-Registrar’s office:

  • Original sale deed / agreement of sale (on stamp paper or e-Stamp)
  • Copy of title deed or previous sale deed

  • Circle rate valuation of the property
  • Identity proof of buyer and seller — Aadhaar, PAN
  • Passport-size photographs of buyer and seller
  • Two witnesses with identity proof
  • Digital photographs (required by HARIS system)
  • NOC from the society or housing authority (for apartments)
  • Encumbrance Certificate (recommended for legal verification)

How to Register Property in Haryana

The registration process in Haryana involves the following steps:

  1. Verify property value at the HARIS counter in the Sub-Registrar’s office. Check the Collector’s rate for your area and calculate applicable stamp duty and registration fee.
  2. Purchase stamp paper or obtain e-Stamp for the required amount.
  3. Prepare the sale deed — drafted by yourself or a licensed document writer — in the presence of two witnesses.
  4. Attach necessary enclosures — copy of title deed, Jamabandi copy, map, plan, and digital photographs.
  5. Present the document before the concerned Sub-Registrar or Joint Sub-Registrar in whose jurisdiction the property is situated.
  6. HARIS scrutiny — the Sub-Registrar scrutinises the document and verifies the stamp duty and registration fee amount through the computerised HARIS system.
  7. Executant’s appearance — the buyer (executant) must appear personally before the Sub-Registrar for admission of the document. Two witnesses must also be present to authenticate identity.
  8. Registration certificate — the Sub-Registrar endorses the admission and adds the registration certificate through the HARIS system.
  9. Document return — at the final stage of registration, a copy of the document is pasted in the concerned Book, and the original document is returned to the claimant on the same day or the next day.

Tip: Always book your Sub-Registrar appointment in advance through the HARIS portal. Walk-in availability is limited in busy offices like Gurugram and Faridabad.

Tax Benefits under Section 80C

Stamp duty and registration charges qualify for tax deduction under Section 80C of the Income Tax Act, 1961.

Key conditions:

  • The deduction applies only to individuals and HUFs — not companies or firms
  • The property must be a residential house property
  • The deduction is available in the year the payment is made
  • Maximum deduction under Section 80C: ₹1.5 lakh per financial year (combined with all other Section 80C investments)
  • The deduction applies to stamp duty, registration charges, and also home loan principal repayment within the same ₹1.5 lakh limit

Penalty for Delayed Registration

Registration of a property must be completed within 4 months from the date of execution of the sale deed. If registration is delayed beyond 4 months:

  • A penalty of up to 10 times the original registration fee is applicable
  • Condonation of delay must be applied for before the Registrar
  • Documents presented after 4 months but within 8 months may be registered with penalty at the Sub-Registrar’s discretion
  • After 8 months, registration can only happen with the Registrar’s special permission

Never delay registration. Complete it within 4 months of executing the sale deed to avoid penalties and legal complications.

Tips Before Property Registration in Haryana

  1. Verify the Circle Rate for your area on the HARIS system before calculating stamp duty. Paying on a lower value than the Circle Rate triggers a demand and penalty.
  2. Use the online stamp duty calculator at jamabandi.nic.in to estimate your liability before visiting the Sub-Registrar office.
  3. Check the Jamabandi for the property before buying — verify the seller’s name in the land records. Access Jamabandi Haryana records online at jamabandi.nic.in.
  4. Register the property in a woman’s name where possible — saves 2% stamp duty, which on a ₹60 lakh property is ₹1,20,000.
  5. Get an Encumbrance Certificate before purchase — confirms no pending mortgages or dues. Our guide on Encumbrance Certificate Haryana covers the full process.
  6. Carry two witnesses with valid photo ID to the Sub-Registrar appointment.
  7. Do not leave without the original deed — Haryana’s HARIS system returns it the same day or next day after registration.

Home Loan Checklist Before Registration

If you are using a home loan to fund the purchase, complete these steps before registration:

  • Confirm loan sanction and disbursal timeline with your lender
  • Ensure the Encumbrance Certificate shows no existing mortgage on the property
  • Keep stamp duty and registration charges budget ready — most lenders do not finance these costs
  • Factor in Section 80C deduction eligibility for stamp duty in your tax planning
  • Check your home loan eligibility before finalising the property value
